Please welcome our two of counsel, Barbara Marvin in Washington, DC, and Dylan Sanders in Boston, and our two new associates, Robert Denney, who will practice remotely, and Katy O'Keefe in Seattle.

Barbara Marvin

Barbara focuses her regulatory and litigation practice on counseling clients on land use issues and helping complete their projects. She combines her experience in the public and private sectors to counsel clients on project development and natural resources-related matters. Barbara has experience with the Administrative Procedure Act, the Indian Long Term Leasing Act, the National Historic Preservation Act, and the National Environmental Policy Act (NEPA). Before joining B&D, Barbara worked in private practice within the Indian Law and Environment and Energy Practice groups. She advised companies under NEPA and assisted a Tribe in developing a strategy for resolving regulatory and permitting issues under the Clean Water Act (CWA). Previously, Barbara was a staff attorney for the National Indian Gaming Commission, and she worked for twelve years as a Trial Attorney in DOJ’s Environment and Natural Resource Division.

Dylan Sanders

Dylan concentrates his practice in disputes involving real estate, land use, environmental issues, and administrative law. Dylan has extensive experience practicing in federal and state courts, including the Massachusetts federal courts, the state’s Land Court and superior courts, and the Massachusetts Court of Appeals and Supreme Judicial Court. His experience includes representing developers and property owners in zoning, permitting, and land-use litigation, including litigation under the Massachusetts state zoning act (chapter 40A), state hazardous-waste laws, wetlands laws, waterways laws, and other federal and state environmental statutes and regulations, as well as handling a wide range of general business litigation. 

Robert Denney

Robert leverages his wide-ranging environmental background to counsel clients on complex product stewardship matters. He maintains an active regulatory practice focused on product stewardship issues, including product development and premarket approval, chemical and materials restrictions, labeling, audits, and extended producer responsibility. Robert has experience advising clients on compliance, permitting, public commenting, and investigations under major environmental statutes, including the CWA; Clean Air Act (CAA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Resource Conservation and Recovery Act (RCRA); and Toxic Substances Control Act (TSCA). 

Katy O'Keefe

Katy uses her passion for environmental law to produce solutions for clients’ best interests. Her practice focuses on a diverse mix of environmental regulatory law and litigation. She helps clients address issues under the CAA, CWA, RCRA, and CERCLA. Katy also has experience navigating issues surrounding per- and polyfluoroalkyl substances (PFAS), resource conservation, and aquaculture and fisheries. Before joining B&D, Katy clerked at the Washington Court of Appeals: Division 1. Katy wrote prehearing memoranda and drafted judicial opinions across various legal topics. She also clerked for EPA, the Columbia River Gorge Commission, and DOJ's Environment and Natural Resource Division.
