Roy Prather Quoted in Law360 Regarding Lead Pipe Replacements
Law360 quoted B&D Principal Roy Prather (Baltimore) in its article “Cities' Lead Pipe Overhauls Need More Than Federal Cash.” The article discusses the City of Newark, New Jersey’s innovative lead pipe replacement program in the context of potential congressional infrastructure bills which could earmark up to $45 billion for lead pipe replacement nationwide, and recommends that municipalities begin planning their replacement strategies now.
Roy, who represented the City of Newark against a federal lawsuit alleging violations of the Safe Drinking Water Act related to lead in drinking water, and for which he – along with B&D’s Bina Reddy and Eric Klein – were recognized as Litigators of the Week by American Lawyer, said that other cities can look to Newark as the gold standard for lead pipe replacement.
"Laying down the groundwork for that activity to occur is essential,” Roy said. “If there are other cities watching to see if there is money coming their way, there is a lot they can be doing in anticipation of that to remove those impediments to actually implementing a project to replace lead service lines."
Roy maintains a national practice focused on complex environmental and commercial litigation matters, representing businesses and public sector entities across a broad range of industry sectors in federal and state courts.
