The current administration has prioritized “energy dominance” and proposed opening most federal waters to offshore oil and gas leasing (a proposal currently on hold). At the same time, BOEM—tasked with managing the development of domestic offshore energy and marine mineral resources in an environmentally and economically responsible way—is overseeing the creation of a new offshore wind leasing program that has garnered significant enthusiasm. BOEM's priorities are juxtaposed with increasing state and regional commitments to use clean energy, secure jobs, and sustain natural environments for multiple uses. Additionally, BOEM must balance a range of stakeholders when preparing leasing plans and considering development applications; including but not limited to governors, federal, state and local agencies, industry groups, tribal governments, non-governmental organizations, and the general public.
